TWO PROBLEMS SOLVED:
Moat will fill itself when the construction gates are removed, with water from the Pacific Ocean and the Gulf of Mexico. Marine predator species will adapt and once Pacific and Gulf predators learn there's a new, ample source of food two problems are solved. 1. Illegal immigration and 2. Sensible rebuilding of New Orleans.

Actually, the above submission got us so excited, we're starting to think along the lines of DailyKOS founder, Markus M: we want to start a think tank.
