A search of several news sites reveal no further details as of 445 am EDT.
From the Global Incident Map:
"A pipe bomb exploded at a parking garage in downtown Long Beach and shut down streets and businesses on a normally busy night but there are no injuries from the blast"

UPDATE: 500 am 10-22-07
From the Mercury News:
Police say the bomb went off at about 7:48 p.m. last night and forced much of the area including a nearby train station to shut down for about four hours.

Police spokeswoman Nancy Pratt says no one was injured and no vehicles were damaged.

Pratt says Bomb squads and K-9 units from the Los Angeles County Sheriff's Department were called to the parking structure to search for similar devices but found nothing.
No vehicles were injured? The strength of the bomb must have been small. Look for further updates.
